Position Objectives:
The City of York is accepting applications for the full-time position of Capital Program Manager.
Summary
This position provides advanced administrative and professional work in organizing, planning, and managing capital projects, assets, and other programs and initiatives. The Capital Program Manager will oversee a range of administrative functions, including procurement, asset management, grant and contract administration, multiple capital improvement programs, and City studies and plans. The ideal candidate will possess strong organizational and analytical skills, a proven ability to manage multiple projects simultaneously in a fast-paced environment, and a high level of innovation and creativity.

Minimum Requirements:
- A bachelor’s degree in public administration, business administration, or a related field is required.
- Master’s degree in public administration, business administration, or related field preferred.
- Three (3) years of project management, capital improvement plan development and execution, and budgeting experience in local government preferred.
- Professional Certification in Program Management preferred.
- Excellent interpersonal, analytical, research, presentation, written, and oral communication skills.
- Proficiency in Microsoft Office Suite software, including Word, Excel, and Outlook, is required.
- Use computers for data entry, word processing, spreadsheets, PowerPoint presentations, or custom applications.
- Must successfully pass a background check and drug screening test
- Must possess a valid state driver’s license.
